This piece was completed by famous tattoo artist to the stars (and fiancee to Deadmau5), Kat Von D! Kat posted a pic of her work on Miley with the caption, "Simple symbols of friendship make beautiful tattoos. <3"
As Kat pointed out, intersecting arrows are an old Native American symbol for friendship. Though Miley hasn't revealed what friend this specific ink is for, we bet it's for her BFF and future hubby Liam Hemsworth.
